“We need…federal help”
At the Tuesday, June 5, 2018 Los Angeles County Board of Supervisor’s public session, after hearing a daunting staff report on the state of housing and homelessness, the Hon. Supervisor, Mr. Mark Ridley-Thomas blurted out of turn, the following plea, “We need…federal help”.
This heart-felt cry from Mr. Ridley-Thomas, came after fellow Supervisor, Ms. Janet Hahn, upon hearing that the median, rental, of a modest, 1-2 bedroom apartment in the County is $2,500, a great hardship upon middle and working poor classes, thereby an impossible reach for people entrapped in section 8’s, shelters, missions, automobiles, sidewalk encampments, etc.

Though the situation is daunting, herein lays hope and encouragement for win-win-win-win, humane victory over the situation.
In the wonderful light of the 14th Amendment-1866 Civil Rights Act (The Act) being the hidden or “closet law”, i.e., what the Rev.-Dr. Martin Luther King, Jr., revealed, proclaimed and prophesied the Promissory Note in “I Have A Dream” at the August 28, 1963 Civil Rights March in Washington, DC, Supervisor Ridley-Thomas is a descendant of chattel slaves, et al, as it thereby, unlike his counter parts, is super qualified to make the plea for federal help, be heeded, and acted upon as requested.
His Right To Special Presidential Federal Help
It’s our intention to enlighten Mr. Ridley-Thomas to the incredible authority, power and the responsible duty that now rests upon his head to utilize his special US Constitutional relationship with the federal government, particularly that of the Executive Branch, i.e., the White House, Oval Office of the Presidency.
We seek to inform and educate the Supervisor on how to enforce the three (3) Sections of The Act that commands specific actions from the President, they are:
First step and the easiest, Section 8, stating (edited)
“And be it further enacted, That whenever the President of the United States shall have reason to believe that offenses have been or are likely to be committed against the provisions of this act…it shall be lawful for him…and for such time as he may designate, for the purpose of the more speedy arrest and trial of persons charged with a violation of this act;”
Note: Experience and known national, negative statistics which informs that black citizens lead all other etno-racial identities, most notably and visibly in homelessness, i.e. LA, its national capital wherein, Mr. Ridley-Thomas rules as a sort of monarch.
Section 4, stating (edited),
“..and every other officer who may be specially empowered by the President of the United States”
Note: These specially appointed Presidential envoys, i.e., czars directly answerable to the President demonstrates the significant importance for the protection of the chattel slaves, et al and their descendant children, forever, as long as this Union republic “shall not perish from the earth.”
Section 9, stating (edited),
“And be it further enacted, That it shall be lawful for the President of the United States, or such person as he may empower for that purpose, to employ such part of the land or naval forces of the United States, or of the militia, as shall be necessary to prevent the violation and enforce the due execution of this act.”
Note: This section clearly demonstrates the significant importance of the freed chattel slaves, et al and their descendant children, etc.
